PROBLEM TO BE SOLVED: To form a cushioning material which scatters no shredded waste-paper and causes no damage to the shape of a package even in the case where shredded waste-paper is used as a raw material as it is on the basis of environmental protection and is packed in the package, and which easily determines the positioning of an object to be cushioned. SOLUTION: The cushioning material consists of a frame body to be inscribed to a package, shredded waste-paper to be packed into the frame body, and a loading portion for an object to be cushioned, which is formed in a block of shredded waste-paper. The manufacturing method for the cushioning material is such that after spraying water on a shredded waste-paper material which is a material of shredded waste-paper, the proper amount of a natural powder adhesive is added thereto, and the shredded waste-paper is uniformly stirred up, and that after packing the shredded waste-paper thus treated into the paper- based frame body to be inscribed to the package, the loading portion for the object to be cushioned is formed in the block of the shredded waste-paper, and the block thereof is dried.
