PROBLEM TO BE SOLVED: To eliminate uncomfortable feeling in a seat due to cooling or heating of outlet air only or circulating air only. SOLUTION: A temperature regulating device is constituted of a heat source 20 for cooling or heating, a heat conduction unit 21 diffusing heat from the heat source 20 by heat conduction, a convection unit 23 for obtaining cooling or heating airflow by cooling or heating ventilated air of a fan 22 with the heat from the heat source 20, and a part 24 whose temperature is to be regulated. According to this constitution, an area in which crews are seating is uniformly cooled or heated substantially in a short time and, especially in summer, stuffy feeling of sweat is eliminated and amenity is improved.
