PROBLEM TO BE SOLVED: To provide a polyvinyl alcohol-based flame-resistant fiber of high performance, having excellent flame retardance for a long term and excellent in mechanical properties, to provide a method for producing the fiber and to provide a fiber structure using the fiber. SOLUTION: This polyvinyl alcohol-based flame resistant fiber containing a solid flame retardant and a liquid flame retardant each having mutual compatibility, wherein the method for producing the fiber comprises contacting, before the drying step, a polyvinyl alcohol-based gel fiber with an organic solvent solution dissolved the flame retardants to be able to uniformly contain the much flame retardants in the inside of the fiber. Thereby, the flame retardants hardly adhere to the rollers in the fiber making process nevertheless the flame- retardants are much contained in the fiber and powdering phenomena and bleeding-out phenomena are not observed.
