PROBLEM TO BE SOLVED: To control plural BOTDRs from a remote site in a centralized manner, and to quickly analyze a data. SOLUTION: A measurement indication part 26 conducts indication for measurement to the BOTDRs 3 via BOTDR control PC 2 in accordance with a schedule prepared by a measurement scheduling part 25. A strain level information acquiring part 21 acquires strain level information obtained as a result therein. A temperature correction-processing part 22 conducts temperature correction processing about the strain level information using a measured data in a measurement zone for a temperature correction, while referring to information of an interval information storing part 20. A strain level determining part 23 determines whether or not the strain level after correction is within a normal range, using a prestored threshold value as a reference. When the strain level is abnormal, an alarm output part 24 issues an alarm to a predetermined output destinations.
