PROBLEM TO BE SOLVED: To provide a method of manufacturing a solid electrolytic capacitor which is superior in high-frequency characteristics and mounting properties. SOLUTION: After a protection film 21 is formed on one surface of an aluminium foil 20 with the other surface being roughened by etching except for a portion in which a first connecting terminal 31 is formed and a portion in which a through-hole electrode 28 is formed, resist films 22, 23 are formed, and then a through-hole 24 is formed. Subsequently, an insulation film 25 is formed on the wall surface of the through-hole 24, and the resist film 23 is removed. A dielectric film 27 is formed on the surface, and the through-hole electrode 28 is formed. Furthermore, a solid electrolytic layer 29 and a collector layer 30 are formed on the surface of the dielectric film 27, and then the resist film 22 is removed. The first connection terminal 31 is formed in this portion, and a second connecting terminal 32 is formed on the exposed surface of the through-hole electrode 28.
