PROBLEM TO BE SOLVED: To efficiently carry out removal of impurities, which float on the water surface. SOLUTION: A receiving edge 11 is formed on the upper end portion of one face of a treatment tank 10 and the water surface W is arranged on a slightly upper side from its bottom plate. An inclined plate 35 having a gentle uphill slope from a base position is formed and a tub portion 37 is hollowed and formed on the tip of the upper edge. The tub portion 37 is exceedingly gently slanted length-wise. On the upper face of the treatment tank 10, a scraping plate 30, which is capable of being folded in the middle thereof, and a scraper 25, which is run circularly toward the end edge side provided with the inclined plate 35, are equipped. When the scraper 25 is driven, the scraping plate 30 pushes and conveys a floating substance X on the water surface W and then transports to the tub portion 37 by being folded in the middle thereof and ascending to the inclined plate 35. In the tub portion 37, water sinks by its weight and flows down along a slope, and a condition becomes to mainly remain only the floating substance X. When the floating substance X is piled up in the tub portion 37, the floating substance is pushed by a scraping portion 32 of the returning scraping plate 30 and is dropped on a ditch 42 for disposal, which is disposed to the outer side of the tub portion 37.
