PROBLEM TO BE SOLVED: To shorten the initial operation after loading of an optical disk to a recording and reproducing device without complicating the structure of the recording and reproducing device. SOLUTION: The position of an optical pickup device is discriminated in accordance with how a tracking error signal is detected during one rotation of the optical disk (step st5), and the optical pickup device is moved and operated in accordance with the discrimination result to read a signal indicating discrimination information recorded in a non-track area (step st7).
