PROBLEM TO BE SOLVED: To enable an accounting processing of a toll for a vehicle 1 running on a toll road by making the best use of the existing infrastructure. SOLUTION: The accounting processing of the toll is enabled for the vehicle 1 running on the toll road by judging entrance of the vehicle in an accounting area by using the existing functions to specify a position of the portable telephone 2 by transmitting radio waves from the portable telephone 2 to a radio base station 3, charging the toll of the toll road by access from the portable telephone 2 and making the best use of the existing infrastructure.
