PROBLEM TO BE SOLVED: To provide a vehicle traffic control system with an inexpensive configuration with respect to the vehicle traffic control system, a portable terminal and an on-vehicle device for traffic control. SOLUTION: A portable telephone set 14 making radio communication with an outer terminal through a communication network is provided with a location detection part 26 specifying a present location and a short-circuit detection part 46 detecting that the set is loaded on a vehicle. When the loading of the portable telephone set 14 on the vehicle is detected by the short-circuit detection part 46, the function of the input key PB of the portable telephone set 14 is switched to the traffic control information input function of the vehicle from a telephone number input function. When the input key PB is operated after the function of the input key PB of the portable telephone set 14 is switched to the traffic control information input function, the traffic control information corresponding to the operated input key PB is supplied to a center together with present location information through the communication network.
