PROBLEM TO BE SOLVED: To provide a device for signing which puts an electronic signature on a document outputted on paper and a device for verifying the signature on the document made by the signing device. SOLUTION: An IC card with a secret key stored inside and with a built-in signature data generating program, and a corresponding signing device enable the electronic signature on a paper document and verification of the signature. Summary data is created from image data generated by reading the text data and is enciphered by the secret key of the owner stored in the IC card to generate a two-dimensional code or a bar code which is printed on the original document as a signature.
