PROBLEM TO BE SOLVED: To reduce conversion processing cost due to extraction of conversion rules required for transferring data among a plurality of systems, and to reduce maintenance man-hours for specification change of the systems. SOLUTION: Conversion rule information in which the conversion rules between shared data items generally/commonly defined in a complex system and input/output data of the system which can be uniquely identified is defined is preliminarily managed and the required conversion rules are extracted based on the data in which combination of the system and the shared data are defined when the complex system is constructed.
