PROBLEM TO BE SOLVED: To decide an optimum light strategy (laser emission waveform rule for every recording by a smaller number of trial writings compared with the case of a conventional information recording method in the decision of the laser emission waveform rule of a write once optical disk, and to furthermore optimize the recording condition. SOLUTION: Data of about one rotation are recorded for deciding the laser emission waveform rule in a recording medium such as the write once optical disk, and by reproducing the recorded area, phase errors are measured for every combination of the mark length and the space length directly before or after this mark. Then the emission waveform rule is changed in accordance with the measured phase error to decide the optimum recording condition.
