PROBLEM TO BE SOLVED: To provide a method for producing a solid titanium catalyst component which gives in high activity a highly stereoregular polyolefin small in a lowly stereoregular polyolefin by-product, to provide a prepolymerization catalyst containing the component, and to provide a method for polymerizing an olefin by using the catalyst. SOLUTION: The method for producing a solid titanium catalyst component comprises bringing (i)a solid titanium component containing magnesium, titanium, a halogen, and an electron donor (c) and does not release titanium when washed with hexane at room temperature, (ii) a polar compound having a dipole moment of 0.50-4.00 D, and (iii) a liquid titanium component(d) and/or an electron donor (e) into contact with each other at 40 deg.C or higher to decrease the titanium content of the solid titanium (i) by at least 25 wt. % to produce a solid titanium catalyst component (A) having a weight ratio of the electron donors (c+e) to the titanium of at least 7.
