PROBLEM TO BE SOLVED: To provide a powder coating resin composition which has excellent storage stability (blocking resistance) of the coating, simultaneously, excels in mechanical properties and weatherability of a coating film, and has extremely high practicability. SOLUTION: The powder coating resin composition comprises a carboxy group- and/or a hydroxy group-containing polyester resin having >=80 mol% isophthalic acid and/or alkyl substituted isophthalic acid in the acid component of the polyester constituting component and, simultaneously, 30-80 mol% 1,4- cyclohexanedimethanol in the polyhydric alcohol component, and a curing agent capable of reacting with the carboxy group and/or the hydroxy group as the essential components.
