PROBLEM TO BE SOLVED: To provide a polyvinyl alcohol-based binder fiber having excellent meltability when being dried at high speed and being dried at low temperature, and providing a small amount of elusion. SOLUTION: This polyvinyl alcohol-based binder fiber comprises a polyvinyl alcohol-based resin having 300-3,000 polymerization degree, 2-10 mol% ethylene content, and 95-99.99 mol% saponification degree, and is regulated so that the crystal melting point is 220-235 deg.C, and the amount of the elusion of the polyvinyl alcohol is <=5%. The paper and the nonwoven fabric are obtained by using the binder fiber.
