PROBLEM TO BE SOLVED: To provide an air blowing and agitating device capable of reducing a cost and blowing air in wide ranges and a ventilation system for building using the air blowing and agitating device. SOLUTION: This air blowing and agitating device for building comprises a motor and a fan and an annular fan casing disposed around the fan. One or a plurality of volute air passages are formed in the fan casing, and air outlets formed in the volute air passages on the outer periphery of the fan casing are formed aslant so that the air outlets can be arranged continuously approximately all around the periphery of the fan casing.
