PROBLEM TO BE SOLVED: To provide a decomposition device of hardly decomposable compound and decomposition method of hardly decomposable compound capable of performing the treatment of a hardly decomposable compound in a perfectly closed system without requiring high temperature and high pressure, and being miniaturized so as to be movable and portable. SOLUTION: This decomposing method of hardly decomposable compound comprises bringing the hardly decomposable compound into contact with ozone water. In this method, the ozone water is obtained by dissolving ozone gas to water through a nonporous gas dissolving film, the ozone water is circulated in a reaction system, and the decomposition of the hardly decomposable compound is performed in a closed system.
