PROBLEM TO BE SOLVED: To provide a padding material which has excellent compression stability, can impart a soft impression and has an excellent feel of use, and a cushion material using the same. SOLUTION: The padding material 10 consists of thin resin walls 11 which are closed at their both ends to form closed hollow portions 14. The cushion material 20 comprises the irregularly arranged padding material 10 of the same size and a fiber material 21 arranged to fill the spacings of the padding material 10. The cushion material 20 is formed by mixing or laminating, for example, the padding material 10 and the fiber material 21, then fusing the fibers of, for example, the fiber material 21, by which form stability is imparted to the cushion material 20 and simultaneously the padding material 10 is fixed to make the cushion material immovable.
