PROBLEM TO BE SOLVED: To provide a hydrogen generating apparatus which comprises a reforming part, a transforming part and a CO oxidizing part and whose operation can be stopped safely without using an inert gas such as nitrogen. SOLUTION: A cooling air supplying part is arranged in the reforming part. When the operation of this hydrogen generating apparatus is stopped, the raw material supplied from a raw material supplying part is stopped and the fuel supplied from a fuel supplying part is also stopped after a prescribed time has passed. The inflammable gas in a hydrogen producer is sent to a burner part while supplying water from a water supplying part and air from an air supplying part for oxidizing CO, and burnt safely.
