PROBLEM TO BE SOLVED: To provide an internet service provider that can prevent accesses to a harmful site, without relying on the settings on the user side. SOLUTION: A provider P is provided with a harmful site database 2 that registers identification data of harmful sites, a harmful site access preventing means that disables access to a site whose access is requested by a user terminal 5, when identification data of the site are registered in the harmful site database 2 or enables access to the site, when the identification data of the site are not registered in the harmful site database 2, a discrimination means that decides whether or not the site accessed from the user terminal 5 is harmful, and a harmful site registration means that registers the identification data of a site discriminated to be a harmful site to the harmful site database 2.
