PROBLEM TO BE SOLVED: To provide a method for manufacturing a solid non-polarity electrolytic capacitor which is excellent in high frequency characteristic and mounting performance. SOLUTION: A protective film 21 is formed on one surface of an aluminum foil 20, a resist film 22 is formed on a part thereof where a first connection terminal 31 is to be later formed, a resist film 23 is formed on another part thereof except for a part for formation of a through-hole electrode 28, a through hole 24 is made therein, an insulating film 25 is formed on an inner wall of the hole, the resist film 23 is removed, the aluminum foil 20 is etched, and then an organic dielectric coating 27 is applied on the foil. Thereafter, the through-hole electrode 28 is formed, a solid electrolyte layer 29 and a collector layer 30 are formed on the organic dielectric coating 21. Subsequently, after the resist film 22 is removed, the first connection terminal 31 is formed on the film removed part and a second connection terminal 32 is formed on an exposed surface of the through-hole electrode 28.
