PURPOSE: An apparatus and a method for cutting a wallpaper and a vinyl sheet are provided to shorten a cutting time by simplifying parts of the apparatus and facilitating the operation of the apparatus. CONSTITUTION: A wallpaper cutting apparatus includes a feeding device having a feeding roll and a winding roll. A guiding/cutting device is installed at a rear portion of the feeding device so as to guide a wallpaper and a vinyl sheet fed from the feeding section. The guiding/cutting device includes a cutting plate(25) formed at an upper portion of a guiding suspension(20), a guiding support(27) installed at one side of the guiding suspension(20), a guiding roll(26), and a motor(21) for driving the guiding roll(26). A winding device is connected to a rear part of the guiding/cutting device. The winding device includes a winding guide plate, a winding roll, and a motor for driving the winding roll.
