PROBLEM TO BE SOLVED: To exactly discriminate a combustion state of an internal combustion engine including carbon fouling of an ignition plug by discriminating carbon fouling of the ignition plug and preventing erroneous discrimination of fuel cut and misfire. SOLUTION: Ion current is detected by first prescribed timing T1 (S10, S12). Leak current generated between electrodes of the ignition plug is detected by second prescribed timing T2 later than the first prescribed timing (S16, S18, S32, S34). Based on the detected ion current and leak current and whether or not the internal combustion engine is in fuel cut, the combustion state is discriminated (S14, S20, S24, S22, S28, S30, S36, S38, S40, S42, S44).
