PROBLEM TO BE SOLVED: To provide a hot-water pipe unit enabling efficient laying of a floor- finishing board without sticking of adhesive on a hot-water pipe. SOLUTION: A hot-water floor heating 1 comprises a hot-water pipe unit 20 mounted on a floor substrate 10, and a floor-finishing board 30 laid on the substrate 10 to cover the pipe unit 20 laid on the substrate 10. The hot-water pipe unit 20 comprises hot-water pipes 21 shaped in a predetermined pipe pattern, and a base sheet 22 holding the pipes 21, and a protection cover 26 fit on the base sheet 22 to cover the pipes 21. The floor-finishing board 30 can be laid efficiently, because adhesive V applied on the rear of the board 30 does not stick onto the pipes 21 at the time of accommodation of the pipes 21 into accommodation grooves 31a, 31b formed on the rear of the floor finishing board 30.
