PROBLEM TO BE SOLVED: To provide an image coding method that can apply resolution conversion to a block including the border of contents. SOLUTION: A map signal denoting the position and shape of contents in an image pattern received by each rectangular shaped block of an image signal to be coded is coded, average value insertion processing that replaces pixel values outside the contents with an average of pixel values in inside the contents is applied to a block including the border of the contents in the image signal according to the map signal, a signal denoting the average in the block generated by the average value insertion processing is subjected to two-dimensional orthogonal transform to output an orthogonal transform coefficient and the orthogonal transform coefficient is coded.
