PURPOSE: A server system and a method for managing a public key are provided to minimize network traffic caused by divided key server systems, and to confirm a user registering the public key. CONSTITUTION: The system comprises a main server(10) and the key servers(12), and has a double layer multi key server system. The main server(10) manages the public key information of the key servers(12). The key servers(12) manage the public key belonging to each key server. All servers(10,12) and an end user respectively have a public key and a secrete key used for encoding/decoding the communication data between the server and the end user, signing and conforming a signature. All data transmitted to the main server(10) or the key server(12) from the user(14) is encoded and transmitted by the public key of each server(10,12). The servers(12) store and search the data by decoding the data through the secrete key. The servers(10,12) sign and transmit the searched or generated data to the user by using the secrete key. The user(14) confirms the signature by the public key of the servers(10,12).
