PURPOSE: A device and method for supporting a decision-making to a construction section is provided to enable a government, a construction company, or a construction related person to utilize policy plan contents as important reference data in a decision-making of a construction policy by issuing stocks as various items and using an evaluation report prepared based on a virtual transaction applied to a general person, a real consumer, a specialist, and a construction provider on the Internet. CONSTITUTION: An information searching unit supplies each base information for helping a participation in a demand forecast. Before deciding an intention based on the information, an AHP(Analytic Hierarchy Process) unit endows a reliability and a measuring criterion. A demand forecasting unit forecasts a price and a demand in the future by reflecting the decided intention in a unit. A reporting unit performs various interpretations based on each result and process before forecasting a demand and after forecast the demand. A business adequacy evaluation unit evaluates and examines an adequacy of a related business based on the demand forecasting result and a predetermined decision price.
