PURPOSE: A hot and cold water saving device for a washstand is provided to economize water and use conveniently by supplying and shutting off water with the single operation, and to reduce the failure rate and extend the life span by preventing vibration and noise with shutting off water in lowering flow rate slowly. CONSTITUTION: A water saving system of a washstand has a valve case(50) fixed in a hot/cold water valve in the lower part of the washstand; a valve body(100) having cool/hot water inlets and passages; a packing shaft regulating flow of water with an O-ring and the packing; a packing shaft extension member extending the packing shaft; an elastic member pressing the extension member; plural extension member guide plates moving the packing shaft extension member in holes; a rubber member applying friction in moving the packing shaft extension member; a steel wire guiding axial movement of the packing shaft; and pedal units(200,300) moving the steel wire by stepping on. Hot or cold water is supplied individually by forming additional hot/cold water pipes.
