PROBLEM TO BE SOLVED: To provide a tape manufacturing apparatus in which generator of static electricity is suppressed on a base film. SOLUTION: A back roll 20 is arranged and rotary-driven so that the roll 20 is always abutted on the first surface of the base film 12 and moved between a engage position (A) where the second surface of the film 12 is pressed to the outer peripheral surface of a gravure roll 24 and an release position (C) where the second surface of the film 12 is separated from the outer peripheral surface of the gravure roll 24. A nip roll 22 is arranged oppositely to the roll 20 while the film 12 is interposed between them so that the roll 22 can be rotary-driven by the roll 20 in such a state that the first surface of the film 12 is pressed to the roll 20 and moved between the position (A) and a release position (B) where the pressing of the film 12 to the roll 20 is released.
