PROBLEM TO BE SOLVED: To provide a surface coated cemented carbide cutting tool having a hard coated layer with excellent heat radiation. SOLUTION: The surface coated cemented carbide cutting tool performs the physical vapor deposition of the hard coating layer comprising (a) a lower layer comprising either or both of a Ti-Al compound nitride layers and a Ti-Al compound carbonitride layer which satisfies X: 0.30-0.70 m: 0.6-0.99 in terms of the atomic ratio by the measurement of an Auger spectroscopic analyzer at a center of the thickness direction when expressed by the composition formula: [Ti1- XAlX]N and [Ti1- XAlX]C1-m Nm , and having a mean layer thickness of 0.5-15μm, and (b) an upper layer comprising an aluminum nitride layer and having a mean layer thickness of 0.5-15μm, on a surface of a tool base body formed of tungsten carbide based cemented carbide or carbonitride titanium based cermet.
