PROBLEM TO BE SOLVED: To provide a cold cathode fluorescent lamp and a lighting system such as a back light mounted with the lamp of good startability without an electric discharge delay even in darkness with simple constitution. SOLUTION: This cold cathode fluorescent lamp is provided with a glass tube bulb 1 with a phosphor coat 7 formed on the inner surface; at least a pair of cold cathode type electrodes 4, 4 provided in the bulb 1; first emissive material layers 5 formed of at least one kind of compound selected from Ba, Sr, Ca, Y and La, and second emissive material layers 6A, 6B formed of a Cs compound, formed on the surfaces of the electrodes 4, 4; and an electric discharge medium filled in the bulb 1. The lighting system 8 is mounted with the lamp L.
