SOLUTION: Related to a video encoder 101 for preliminary encoding, a quantization width generator 20 selects a quantization width at random, based on the parameter for selecting quantization width which is set at a parameter setting means 21, and outputs it to a quantizer 151. The quantizer 151 quantifies according to the quantization width outputted from the quantization width generator 20. The video encoder outputs the quantization result to a video code quantity allocating device 30 as coding information 191. The video code quantity allocating device 30 allocates the target code quantity to a video encoder for official coding based on the coding information 191. The video encoder for official coding encodes according to the target code quantity. |
