PROBLEM TO BE SOLVED: To provide technology which holds purchase history information in a state wherein a service user as the original owner can easily use the information. SOLUTION: The service user has a personal information recording device 1. The personal information recording device 1 includes a semiconductor integrated circuit 1a with an information recording function and the semiconductor integrated circuit 1a includes a 1st recording area 1a-1 where credit information is recorded, a 2nd recording area 1a-2 where the purchase history information is recorded, and a 3rd recording area 1a-3 where personal information is recorded. The service user records his or her personal information in the 3rd recording area 1a-3 in advance. When the service user buys an article at a store, the store 2 refers to the credit information in the 1st recording area 1a-1 and carries out credit dealings. For the dealings, the store 2 records the history information on the dealings in the 2nd recording area 1a-2. The service user sells the purchase history information in the 2nd recording area 1a-2 and the personal information in the 3rd recording area 1a-3 to an information user 6 and obtains compensation for them.
