The device comprises a heat-insulating fascia wall (6) set on the inside at a distance in front of the outer wall (2) to reduce the heat losses to the outside. A decentralised heater with air/air compression heat pump comprising an evaporator (9), condenser (10), heating element and expansion valve is mounted with the evaporator of the heat pump on the outside on the fascia wall to take up the transmission heat flowing through same. A heat exchanger for the incoming and outgoing air forms a counter flow plate heat exchanger mounted on the outside in front of the opaque part of the fascia wall to reduce heat loss. The fascia wall can be a metal support wall lined on the room side with plaster board panels and on the outside with hard foam heat insulating panels.
