PROBLEM TO BE SOLVED: To enhance safety by shortening the time elapsing before a combustion stopping unit closes a solenoid valve to interrupt a gas circuit after ignition when there is incomplete combustion or clogging of fin. SOLUTION: Since a first thermoelectromotive force generator 13 disposed above the port of a burner 2 and outputting a thermoelectromotive force by the flame of the burner (ignition), and a shield plate 17 disposed above the burner port while surrounding the front, side and upper parts of the first thermoelectromotive force generator 13 to enclose the flame of the burner 2 are provided, forward end part of a Bunsen flame formed in a burner 2 directly under the first thermoelectromotive force generator 13 and the high temperature part of a secondary flame part can be formed toward the first thermoelectromotive force generator 13 and thereby the time required for raising and stabilizing a thermoelectromotive force being outputted from the first thermoelectromotive force generator 13 after ignition can be shortened.
