PROBLEM TO BE SOLVED: To provide a primer composition useful for a polyisobutylene sealing material mainly composed of an isobutylene polymer containing a hydrolysable silyl group. SOLUTION: This primer composition contains a fluoropolymer (A) which is prepared by copolymerizing at least a fluoroolefin and at least, a vinyl monomer capable of copolymerizing with the fluoroolefin, and capable of dissolving or being dispersed in a solvent, and an isobutylene polymer (B) containing a hydrolysable silyl group.
