PROBLEM TO BE SOLVED: To enable a non-interference control between a torque control of a brake according to a torque command in which a deceleration is converted into a torque and a running resistance and an electric inertial control for deceleration controlling a dynamometer(DY) to be decelerated by the brake. SOLUTION: A brake tester deceleration controls the brake 4 by a torque controller 23 so that a deviation of a torque T command obtained by converting a deceleration G set by a G/T converter 21 from a brake torque detected value from a torque meter 3 is eliminated, and (running resistance + electric inertia) controls the DY 1 by a running resistance controller 16 which inputs the running resistance obtained by converting a speed of the decelerated DY 1 by a function unit 14, a DY torque detected by a load cell 12 and a DY deceleration obtained by differentiating a DY speed by a differentiating circuit 15. A control system for the brake tester subtracts the (running resistance + electric inertia) output from the controller 16 from the torque T command value input to the controller 23, and non-interference controls the torque control of the brake 4 and the (running resistance + electric inertia) control of the DY.
