PROBLEM TO BE SOLVED: To provide a germination and growth promoter for pasture grass effective in promoting germination and growth of the pasture grass in the cold season, especially the germination and growth promoter of the pasture grass during a period from seeding (in the middle ten days of October) to cutting at first time (the first ten days of May the next year) of Italian ryegrass and a method for promoting the germination and growth. SOLUTION: This germination and growth promoter for the plant is obtained by mixing 100 pts.wt. of water with >=0.1 and <=1 pt.wt. of pyroligneous acids with >=5 and <=20 pts.wt. of active carbon and >=0.2 and <=3 pts.wt. of sodium carboxymethylcellulose.
