PROBLEM TO BE SOLVED: To provide an access regulator, an access regulating method and an access regulation system to enable anyone to inexpensively and easily regulate access to a harmful homepage by a simple device without complicated setting and management performed by a user. SOLUTION: When an information processor is connected with a HUB device (line concentrator) with access regulating function, proper access regulation according to a URL is performed by the HUB device and when the HUB device is bypassed, all the accesses to a network are prohibited in the information processor and an ADSL modem.
