SOLUTION: The disk unit is introduced in a system loop, and the proportionality of the disk information reading time of the disk unit is calculated after time T. Then, the proportionality of time when disk information is read at last m-piece of time T. When the proportionality of time to read the disk information of the disk unit at each time T exceeds a restriction H of acceleration, or when the proportionality of time at each n-piece time T is lower than the restriction L of deceleration of the rotational speed, an operation of acceleration or deceleration is carried out.
