PROBLEM TO BE SOLVED: To provide a seat usage management device, with which the usage can be exactly grasped when the car of nonreserved seats is arriving. SOLUTION: This device is provided with a personal digital assistants PDA for registering seat utilization information, an intra-car access point VAPj, with which the personal digital assistants PDA located in the car of nonreserved seats can be accessed, an information collecting and operating device 31, which is connected to the intra-car access point, for reading the seat utilization information in the personal digital assistants PDA, accumulating that information and calculating a boarding rate from a cumulative number and a number of seats in the relevant car, a platform access point, with which a personal digital assistants located near the entrance of the car of free seats to the platform can be accessed, and an information collecsion and arithmetic unit 21 for accumulating the seat utilization information of waiting passengers read by this platform access point and predicting a boarding rate from the cumulative value of waiting passengers on intermediate stations between the car and the present station, a number of passengers to get off the train and a number of seats in the relevant car.
