PROBLEM TO BE SOLVED: To obtain an emulsion type fiber treating agent having excellent dilution stability, mixing stability and mechanical stability and excellent stability in high-temperature storage and low-temperature storage. SOLUTION: This fiber treating agent comprises an oil-in-water type amino functional silicone emulsion as a main agent composed of (A) 100 parts.wt. of an amino functional polyorganosiloxane, (B) 10-200 parts.wt. of a mixture of a nonionic surfactant and a carboxylic acid type amphoteric surfactant and (C) 20-400 parts.wt. of water in the ratio (weight ratio) of the nonionic surfactant/the carboxylic acid type amphoteric surfactant of 1/0.1-1/20 in the mixture (B).
