PROBLEM TO BE SOLVED: To prevent outgoing of powdery/granular material stored in a storage tank 2 by flow of gas from a gas outlet. SOLUTION: An inner cylinder 13 of a cylindrical form comprises a porous plate. When powdery/granular material is stored in the storage tank 2 to reduce an interval between an upper surface of the powdery/granular material and a lower end of the inner cylinder 13, gas passes through the inner cylinder 13. Outgoing of the powdery/granular material stored in the storage tank 2 from the outlet for gas can thus be prevented.
