PROBLEM TO BE SOLVED: To provide a heat insulating saddle cover used being put over a saddle when parking a bicycle to protect the saddle from being heated since the buttocks get hot and painful when the saddle is hot. When the bicycle is parked under direct sunlight in the summertime, and to protect the saddle from sand dust and rain in rainy weather. SOLUTION: This heat insulating saddle cover is formed of a sheet with the sheet surface formed of material 6 such as an aluminum thin layer reflecting heat rays and with a sheet lower face formed of a heat insulating foam 7. If this saddle cover is put over the saddle when parking the bicycle, the saddle of the bicycle is not heated by the effect of the two-layer sheet. When riding the bicycle, the saddle cover is removed to sit on the saddele.
