PROBLEM TO BE SOLVED: To provide a pressure regulating valve that can improve the water suction performance of a pump by easily extracting air when starting the pump. SOLUTION: A pin 24 passes through an unsprung part 11. Both end parts of the pin 24 pass through vertically long oblong holes 25, 25 formed in a spring cylinder 14, and project radially outward from the spring cylinder 14. Both projecting end parts of the pin 24 are inserted in through-holes 27, 27 formed in the lower end parts of engaging members 26, 26 of inverted L-shaped cross sections disposed outside the spring cylinder 14. The lower face of an engaging part 28, bent radially outward, of each engaging member 26 is engaged with the upper face of an engaging part 31, projected inward in the radial direction of a grip 16, of an annular engaging member 30 fixed to the lower end of the grip 16.
