PROBLEM TO BE SOLVED: To provide an outer wall structure for a basement, which is simple in structure, high in durability, excellent in measures against condensation and humidity, low in cost, and constructed in a short period of time. SOLUTION: According to the structure, a skeleton is framed by arranging column members 4 between upper and lower horizontal members 3, 3 arranged with an interval therebetween, and then a steel plate 5 with an FRP layer 11 on one surface thereof is abutted on outer surfaces of the respective column members 4 with its FRP layer 11 facing outward, to thereby obtain an outer wall panel inclusive of the upper and lower horizontal members 3, 3. Next, another skeleton is framed by arranging columns 9 between horizontal members 7, 8 which are arranged with an interval therebetween such that each horizontal member 7 forms a 90-degree angle with each horizontal member 8, and a steel plate with an FRP layer 12 on one surface thereof is abutted on outer surfaces of the respective column members 9, to thereby obtain an outer wall corner panel 2 inclusive of the upper and lower horizontal members 7, 8. Then, a peripheral wall of the basement is formed by erecting the outer wall panels and the outer wall corner panels 2 on a foundation 13. To connect the adjacent panels together, intermediate pieces of the column members of the respectively adjacent panels are butted against each other, and they are fastened by means of bolts and nuts. Then, the panels inclusive of butt portions of the horizontal members and the steel plates are welded to each other, and a butt welding portion of the steel plate forming an outer surface is covered with an RFP layer 16.
