PROBLEM TO BE SOLVED: To provide a voice controller for construction machinery which realizes fine control only by voice instructions. SOLUTION: The voice controller is provided with a microphone 1 which takes in a voice instruction given from an operator, a voice discrimination device 2 which discriminates which of a lot of instructions including preliminarily prepared engine rotational frequency raising and reducing instructions the taken-in voice instruction is, a controller 4 which controls the engine rotational frequency on the basis of the discriminated instruction, and a memory 5 where the extent by which the engine rotational frequency has been raised or reduced by one raising or reducing instruction is stored, and the controller 4 controls the engine rotational frequency by the extent of rise/reduction stored in the memory 5 at each time when the voice discrimination device 2 discriminates that the voice instruction taken in by the microphone 1 is the engine rotational frequency raising or reducing instruction.
