PROBLEM TO BE SOLVED: To maintain adequate electrostatic charging performance without increasing a production cost by adequately supplying conductive particles to an electrostatic charging member of an image forming device in which electrostatic charging means of an image carrying member is contact implanting and electrostatic charging means using conductive particles or a cleaner system. SOLUTION: When the impressed voltage to the electrostatic charging member is defined Vpr and the impressed voltage to a transfer member as Vtr, the polarities of the impressed voltages Vpr and Vtr are equal in a non- impression action. When a discharge initiation voltage is defined as Vth, the relation|Vtr|<|Vth|is continued for a specified time or longer. Such a member of which the electrostatic charging train is a reverse polarity with respect to the normal electrostatic charging polarity of a developer is abutted on a transfer member. When the circumferential speed of the transfer member is defined as Htr and the circumferential speed of the image carrying member as Hdr, the relation 0.05<(Htr-Hdt)/Hdr<0.20 is satisfied.
