PURPOSE: Provided are a vinyl house cover, an apparatus for manufacturing the same and a manufacturing method thereof, thereby reducing manufacturing cost, maximizing strength and heat insulation and involving no additional binding member. CONSTITUTION: The vinyl house cover is characterized by comprising the parts of: a vinyl house cover member(150); a plurality of water bags(152) formed at one side of the vinyl house cover member; a plurality of auxiliary vinyl member(160); a binding part(122) which binds the water bag and the vinyl house cover member together by using a heater; a string supporting parts(110, 162); and a side vinyl member(151) supporting the vinyl house cover.
