PURPOSE: A method for modifying the protection layer of an identification card is provided to allow the identification card for not to be damaged by an organic solvent by improving the adhesive strength of the protection layer. CONSTITUTION: The method comprises the steps of placing the protection layer inside of the vacuum chamber; and generating the ion beam from an ion gun and irradiating the ion beam on the surface of the protection layer with injecting the reactive gas into the vacuum chamber through a gas injection pipe, to form a hydrophilic functional group on the surface of the protection layer. The reactive gas is selected from the group consisting of oxygen, nitrogen, air, ammonia, hydrogen, carbon monoxide, carbon dioxide, nitrous oxide, nitric oxide, acetylene and hydrogen sulfide. The protection layer is made of a polymer film, and the polymer is selected from the group consisting of polyethylene, polypropylene, polyethylene terephthalate, polysulfone, polyvinylidene fluoride and polyfluoroethylene.
